By default, Outlook blocks online images within emails from automatically being downloaded from the Internet.
The main reason for this is to prevent spammers from verifying that your email address exists. They do this by inserting unique pictures in their spam message which would otherwise be retrieved automatically when you open the message. This is also known as a “Web bug”
However, images will still automatically download for messages to and from addresses that you have specified in the Safe Senders and Safe Recipients Lists of the Junk E-mail filter.
This privacy feature can also be disabled to either allow or block all online pictures from being downloaded, regardless of the address being used. Of course, any blocked pictures can still be downloaded via the Infobar.
Note: If pictures don’t download after clicking the Infobar see Internet images are not being downloaded in emails.
Editing the Safe Sender and Safe Recipients lists
To edit these lists, use the Safe Senders and Safe Recipients lists in the Junk E-mail Options dialog.

If you don’t like this behavior and you want to always block pictures from being automatically downloaded from the Internet, then you can disable the option;

In 2016, 2013 and 2010 Outlook versions,
- Go to the File tab, click Options, and select Trust Center.
- Click Trust Center Settings, under the section Microsoft Outlook Trust Center.
- Clear the checkbox against Don’t download pictures automatically in HTML e-mail messages or RSS items.

- Go to the Tools menu, and click Trust Center>Automatic Download.

Allow Blocked Web Contents for Trusted Senders
Outlook comes with an integrated feature to block web content. This feature ensures your system safety by blocking web bugs. You may have noticed that many advertisements you receive via emails anonymously have blocked images. You can access these blocked images through simple steps; all you have to do is right-click on any picture place holder and select Download Pictures option. Moreover, you can add members or domain to the safe senders list by simply following these given instructions.
Always Download Pictures Outlook 2016
- In the open message received from a trusted source and domain, right-click the blocked item.
- Click Add the Sender to Safe Senders List or Add the XYZ@domain to Safe Senders List.
Once you have added a member or domain to the safe sender list, all images are downloaded automatically.
Clear Temporary File Folder
Sometimes even if the user has made all the required configurational changes, Outlook still restricts external content like images. The most prominent reasons behind this situations are a couple of factors like invalid Temp folder path, and corruption in Temporary Internet File Folder.
